Esteemed Councilmembers,
Over the past few days, Isinhold has been visited a number of times by a woman who was, simply put, disgusting. She stands about five feet three inches tall, with black hair, and usually wears worn brown clothes, tending to keep to herself and sit by Garrot's shop or by the table in the town square. However, her most distinguishing feature is that she's covered in rashes and sores, and actually appears to have many bugs living on her and in her clothing. She basically appears as a living cess pool of infection. Bentin, Waric, and Frubo could all likely point her out if asked.
When approached and offered healing, and pointed towards the public baths and the healer's hut, she refused all services, insisting herself fine.
While normally, personal hygiene is just that, a personal matter, there is such thing as taking things too far. I'm concerned that if this woman stays in town for long without cleaning up, she'll become a public health hazard: if any of her diseases are contagious, the town's residents and other guests may fall ill.
I've not spoken to her at length myself, but I'd assume she keeps herself in such a state for religious reasons, and so might claim immunity under the Western Reaches Accord. However, while the Accord prohibits persecution based solely on religious beliefs, it does not allow people to act in a way that endangers others around them.
I would suggest the council considers amending Isinhold's laws so as to prohibit such gross lack of hygiene, for the good of all of the town's inhabitants, both permanant residents and guests. It's not a matter that comes up often, but when it does, it makes the town more unpleasant and unhealthy for everyone. If people who take it to such an extreme refuse to clean themselves up, they shouldn't be allowed to more then just pass through town.
