A letter is addressed to the council of Isinhold. Written on velum paper and delivered by a small boy to their door. The letter bears the seal of the Thayan wizard, Valen Thanrast. It reads..
To whom it may concern,
Dear leaders of Isinhold. In accordance with local custom and laws I, Valen Thanrast, am applying for a legal trading license within your city. I am told a fee of 10,000 lions applies, and have included a banknote.
