In the past, there has been discusion about whether or not female dwarves in Faerun have beards or not. I used to be under the assumption that they did have beards, then I was told that only female stouts on Krynn had them. But..here we go....
"Male dwarves of any type take pride in their beards, the most remarkable of any race. Some female dwarves of Faerun can grow beards, too, often passing as males among the nondwarves of the surface lands. Dwarven women may choose to shave their beards to match human style expectations of beauty, while others glory in luxurious plaited beards that match their hair or wear sharply cut goatees"
(FRCS Forgotten Realms Campaign Setting) pg. 10.

Yep, so dwarven women may or may not have beards. That seems to read as though some can grow them and some can't, and some shave them and some don't.
What really annoys me is elf males with beards. WHY did Bioware provide an elf male head with a beard? Sometimes people pick it!

But, there are no bearded dwarven female heads in the character creator.
I've always considered a shaven dwarf to be at least disgraced or grieving some huge loss. The tales of the Hammer of Kharas in Krynn and Mim the Dwarf of the Silmarillion are where the idea comes from.
Seems to me a shaven female dwarf would be seen somewhat like a woman wearing pants in the 1930's in America, but then I don't want to contest published FR lore.

From an historical perspective, beards on female dwarves have pretty much changed in accordance with popular concensus in each succesive edition of source material.
1st and 2nd Ed. 100% bearded. 3rd Ed. Players choice. 4th Ed. Female dwarves are portrayed as beardless.
In the FR novels, there was a bearded female dwarf that played a part in 2 of them, can't remember off hand wich novels though.

And CEP contains multiple dwarven female head models in the Core3 hak. If you extracted them into your override file for a bit, you could get heads with beards while you're creating a character.
Also, if you would like, I'll post them as a .rar download on the vault, although I currently use someone else's CEP head overrides when I create characters. I could search that out for you, too.

You know, in all my time reading Dragonlance and Forgotten Realms novels, I don't think I've ever actually come by a female dwarf.
The story of Kharas is referenced here, and I must say that he was not "disgraced" so much as protesting in a typically disgraceful way. Sorta like a hippie burning his draft card.
Other than that, I have to say that beards are most often a clan dwarf thing. In Dragonlance, Mountain Dwarves, the ancient clanned dwarves, wear huge luxurious beards, tucking them into their belts and such. Hill Dwarves, the dwarves that preferred life among the other races to hiding out in a mountain, are known to trim their beards back (albeit not to a "trimmed back" idea under human perception), but still take care of them meticulously.
At least that's in Krynn.
I'm assuming that all Faerunian dwarves just effing love their beards.

A Stouts beard in Fauren is a thing of pride. Female Shield dwarves of the north and the Underdark have them more often than naught while Gold Dwarves from the Great Rift lean the other way. A Stouts beard is groomed and fashioned in a way that most Stouts can tell what clan and what profession they pursue. Some even have it with their Gods holy symbols weaved in.

I like to imagine most female dwarves as looking like short and round Norsewomen with beautiful hair grown long and weaved in plaits, substituting their luxurious hair for the male dwarves' beards in the dwarven culture. This works better for the female dwarves as well since not all of them grow beards.
Of course most dwarven males have very poor hairlines on their heads, so it all evens out.

Preistess of Mordain in Clan Battlehammer and Mithril Hall! Finnellen. Helps move the plot along in one of Moonshae Trilogy books and plays a part in another as well.

What was the apparent quote from the D&D movie that my friend loved so much...never seen it myself but apparently there was a male dwarf who said something to the effect of:
"...a 250 pound dwarf woman with a big chest and a beard you can hang on to!"

"While dwarven clothing options might seem staid and homogeneous when compared to those of the elves or humans, it is only because clothing has little value in their culture. Instead, the dwarves prize their hair, whether it is on their scalps (for both genders) or on their faces (for males). The dwarven love of textures and patterns is applied to hairstyles as much as anything else, with intricate braids worn by both males and females. A regular three-part braid might be suffi cient for daily life, but an important occasion might see particularly old or revered dwarves sporting up to a twenty-part braid, or multiple smaller ones braided together."
