Not naming names here, but I just got done speaking with someone that had an interesting interpretation of the following rule:
The player insisted that the "can" in "can read and write" was open to interpretation that "can" is optional. That they are allowed to have a character that 'cannot' read and write a language they know, despite having a higher than 10 int score and no barbarian levels. I would like to have this cleared up, for my future reference at least. Are we allowed to have characters that do not fulfill the criteria for 'cannot', not know how to read and write a language they know? Particularly common?

If a player wishes their PC to not be able to read and write, even if there INT is above 10 and so forth - then I believe that is fine. It adds more depth to the PC.
