6th Day of Eleasis in the Year of Emerald Ermine
A dispute among elves took place within the Greatgaunt square, where a brown female elf known as Tinde, described as a wild elf with the ability to disappear in front of your very eyes, did brandish their weapon and made threatening remarks towards another. First-hand witnesses reported a trap was set at the feet of a male elf and eventually disabled by another Adventurer using the dwarven-kick method.
Once saved, the elf man known as Thrar Nain, did unlawfully summoned three dire wolves within the Greatgaunt square in response, and was dispatched by Bentin of the Greatgaunt Militiamen and detained within the Red Raven Prisons. It is therefore decreed by the Council of Greatgaunt that Thrar Nain shall be charged with the following:
~ Crimes Against the Kingdom, Second Plaint, Serious ~ ~ Possession of a magical, supernatural, or monstrous familiar, pet or summoned/created creature within the limits of a city, town or village ~ 1,000 lion fine payable to the Crown 3 Days Banishment from the village of Greatgaunt
With Tinde the Wild Elf still at-large, the Council of Greatgaunt decrees the following pending charges:
~ Crimes Against the Kingdom, Second Plaint, Serious ~ ~ Incitement or Disturbing the Peace ~ 500 lion fine payable to the Crown 3 Days Banishment from the village of Greatgaunt
~ Crimes Against the Kingdom, Second Plaint, Serious ~ ~ Threatening/Dangerous Behavior ~ 4,000 lion fine payable to the Crown 4 Days in the Red Raven Prisons
~ Crimes Against Citizens, Fourth Plaint, Serious ~ ~ Assault Upon the Crown’s People ~ 7,000 lion fine payable to the Crown 7 Days in the Red Raven Prisons
The Red Raven Mercenary Company hereby issues a bounty of 15,000 lions be awarded to chartered Adventurers and those authorized to assist the King's peace for the Kingdom of Cormyr. The bounty shall be paid only with the live detainment and delivery of Tinde the Wild Elf to the Red Ravens in accordance with the Laws of Cormyr.

After being convinced by her elven cousins to turn herself in in exchange for possible leniency in her sentencing, Tinde sits in her cell, crying, feeling alone and betrayed. She was given no chance to make any statement on her own behalf, no leniency, just thrown into the cell and all her charges levied immediately against her.
She only hopes that the letter she left for Shaerlyn is received, and that her cousin with a better knowledge of Cormyr's laws can help her. If this is the humans' idea of justice, she wants no future part in it.

The wild elf Tinde surrendered herself without incident to the Red Raven Mercenary Company of Greatgaunt. Justice has been served as they have paid the 11,500g fine and are confined to the custody of RCMH Sword Captain Shaerylyn, who has been tasked with carrying out the sentence by their own request.
The victim Thrar Nain still owes a fine of 1,000g to the Crown and has completed their 3 days Banishment from Greatgaunt. So long as the fine is paid, justice is served.
For their disruptive actions after surrendering Tinde to the Red Ravens, where arrows were set loose, spells of frost were cast, and chairs and books were thrown and strewn about, the following individuals and charges have been applied:
Illmadia Amalaniir Noor Wintermoon
~ Crimes Against the King, First Plaint, Serious ~ ~ Theft, Vandalism, or Arson against the Palace or Official building ~ 7,000 Lions fine + Cost of Repair (set at 10,000 lions maximum) 5 days in the Red Ravens Prisons Upon completion of their confinement, and receipt of payment for the fine, justice shall be served.

The Red Ravens Lie!
On the 6th Day of Eleasis in the Year of Emerald Ermine, an elven delegation arrived with the fugitive Tinde to negotiate for a peaceful resolution to the situation and arrange for restitution for her crimes. When Tinde was thrown in jail and the delegation ignored, they raised arms in protest. The Red Ravens responded by arresting half of the elven delegation.
Do not be fooled by the red mercenaries of Greatgaunt. Today they arrest elves on fabricated charges, tomorrow it may be you.

Sometime after hearing about the events, a certain half elven Suneite arrives. She spends some time with the elves trying to comfort them through it.

The elven detainees, Ilmadia Amalaniir and Noor Wintermoon, have each completed their sentence for their crimes. However, both individuals have declined to pay the required fine and damages.
It is hereby declared these criminals will be sentenced to 8 additional days imprisonment for failure to pay, and released at the conclusion of their additional sentencing, effective on the 19th Day of Eleasis in the Year of Emerald Ermine.
Upon completion of their confinement, justice shall be considered served.

If it -was- repeated by the caravan driver, there would be no doubt as to Tanya's identity as being the speaker, but it depends on DM judgment; basically just giving DMs optional content to work with or discard at their discretion

What everyone does -not- know about is what people have said on the matter in passing conversation, unless otherwise specified by a DM. This isn't a matter of rules-lawyering or taking a league from the meter given. Tanya muttered something in the presence of a caravan driver. If someone has the express means of knowing about that, then by all means, they know. It's a matter of common sense.

//The information relating to the crimes and sentences is IC knowledge, given it was mentioned as being posted in several places around town. In the context of things said by players as they read these parchments, it can be reasonably argued as a "time and place" issue. Players are asked to remain IC at all times, and it wouldn't fit "common sense" to treat player comments as being widely known if it was only said once at a certain time and in a certain place via the forums. The question to ask yourself is whether it would be reasonable to place your character in the same time and place as the other player(s) in order to have heard those comments. Otherwise, you know nothing Jon Snow...
Edit: For arguments sake, it might be reasonable for an elven visitor to have been passing by on their way to visit their detained kin, and to have overheard the context of what was said.
