Good day to you Council,
I write to you regarding a conflict in the posting of town laws noted during a recent visit. It may be of benefit to provide clarification to the public so that laws can be justly enforced.
The primary village board that contains the laws of Greatgaunt in Accordance with Cormyr, updated at the turn of the year, Hammer 1383 Year of the Vindicated Warrior, notes the following under Second Plaint: Serious Offense,
"Possession of a magical, supernatural or monstrous familiar, pet or summons/creature within the limits of a city, town or village
-Fine: 1,000 lions + damages (if applicable)
-Banishment: 3 days
-Removal or destruction of the creature by force if necessary
-NOTE: Traditional, domesticated animals and livestock are permitted in municipal limits."
Of late, there are many smaller boards marked as Notices to Adventurers and Mercenary Types. They read as follows,
"Notices to Adventurers and Mercenary Types. This decree has been issued by the Village Council of Greatgaunt. There are to be no pets, familiars, animal companions or conjured creatures within the palisades of the village."
It might be important to further clarify what rank within the document of law these smaller notices fall under. Understandably, supernatural and outsider summons can constitute a serious offense and would be appropriately ranked as a Second Plaint: Serious, as such creatures can disturb the peace and frighten the local people. Whereas a common domesticated animal, such as a falconer's fowl or a hound could not fall under the aforementioned category. As a resolution, and to further provide clarity to the rule of law, I forward for your consideration that the smaller signs be amended with the same information provided on the primary board of laws within the village, namely the following:
"NOTE: Traditional, domesticated animals and livestock are permitted in municipal limits."
To follow, my query arose as I do have an animal companion, a mixed domesticated hound of wolf lineage twice removed.
I would of course respect the town laws should it be deemed that my companion not be permitted within town limits.
I do not assume it is my place to dictate new laws to the Council, but if there is room for your consideration, perhaps it may be beneficial to the Council to allow for creatures that fall within this category to be registered with license and fee to be paid to town, provided that they are always within the company of the owners they are registered under... not too dissimilar to the Adventurer's Registry.
