Here is the scenario I would like to do.
I currently have a pc who is basically devoted to remaining in the Vols group for quite a while. I still intend to take her out and garner coin/help newer arrival PCs and the like.
Is it legal within the rules to not take level 11 even if on has garnered the EXP for it?
I have one idea for an exp dump,(wand crafting) but that is not viable for a bit.

Heya darthweasel, Thanks for the question. I think it would be fair to say the expectation is to take the level at an appropriate time upon achieving it. As an example, caster's will lose their summons if they level mid-dungeon and will generally wait until they've returned to a safe or restful location before taking their level. If you have already ding'd then no amount of crafting or dying will remove a level already achieved, and choosing to not take the level doesn't change the Exp the DMs can see on your character sheet which will continue to accumulate. We have de-leveled players before on a case-by-case but it's up to the players to manage their progression. For your character specifically, I'd be happy to discuss options with you further via PMs
