I'm hesitant to ask because I fear I know that answer and that the answer will make me sad.
Can panther familiars speak? I've kinda got in my head the idea that my familiar is a largely magical being, hence it... changing form on some level ups. (In fact, this particular character views it as a sort of thought construct built from their own psyche, hence it 'spawning' and 'despawning' when summoned/killed). But that's a very loose interpretation and probably isn't allowed. And I've enjoyed roleplaying as the panther, but... if it's not a thing that's allowed then I should probably stop.

As panthers are animals they shouldn't be speaking common or other languages. That's not to say they and other animals can't communicate though - they can through sounds or emotes at the players preference.
Druids in animal form are also subject to sounds/emotes only while elemental form or some shifter forms can freely communicate in common or other languages the character knows.

See it like this:
Animals have not human vocal cords so they cannot talk as humans do.
Some exceptions:
If someone has a raven familiar or shape change to that of a parrot, then yes. In RL, these and other birds can mimic human voice to some extent.
