10K, given some considerations. First, the initial cost of the horse would be expensive, but one must also consider that if horses are untargetable and unable to die, that you would need to feed and house it over the course of its lifetime and thus would gather a pretty good amount of coin. Having never seen the horse or played the expansion with it, I don't know much about the horses. Seems to me you wouldn't be able to target the horse and kill it, it would just summon, you hop on and go on your merry way as if you were walking. So the price should stick if horses can't die. Second, from ainur's pics, it looks like you can fight on horseback. If this gives you an advantage (I believe +1 to hit from the player's handbook, or was it the DMG?) then the price SHOULD be higher, especially given the fact that you don't need to take any feats that normally accompany fighting on horseback. So without some clarification on mechanics, I would say horses should cost around 10K. Not sure if this is the right place, but can you make it so that you cannot stealth on a horse? That just seems obscene. I don't think even a druid could find a way to say, "MLP please tread quietly". Course Vind can correct me if I am wrong, since he deals with horseys a lot

well actually with a REALLY well trained horse, I could certainly get it to be really quiet.
for a horse.
but by no means would it be nearly as stealthy as any of us are not on horseback.
in the Wyvren Crown module, you could opt to pad your horses hooves. this slowed the horse down, but made it quieter. you still had a penalty to your regular sneak, but not as bad as if you didnt pad the hooves.
but you'd be amazed how quiet native americans like the COmanche and Kiowa used to be able to move on horseback. an unshod, unbarded horse was the way to go for that type of geurila warfare.
anyways, a lot of this is all speculation, depending on how the mechanics of the thing go.
but if we are looking for realism, and it is gong to be a one time cost, then you would have to incorporate stalling, feeding, replacing tack, etc into the cost of a horse.
oh and Quad, in the Wyvren Crown module, the horse worked like it was part of you when you were on it, then when you got off, it was like an animal companion/henchman. different quality of horses would stay and fight, or run away, depending on their training.

What is all this talk of a war torn region? I see no war!
Ok back on topic.. what little I have played around with horses, there is an advantage to your PC to fight while riding. In the scenarios I used them it was like having haste on your PC.

Greetings all... Tam has rarely had 10k in her pockets at any given time... yet I think 10k may be cheap if the horsey is not killable... How much would a pair of haste boots cost... a bit more I would think... A charter in Cormyr for a horse... seem like something the ruling powers would regulate... a charter to buy and stable... a charter from the crown to own and ride a horse seems reasonable... then the charter could be played into the price the... horses themselves killable an less expensive...
When ever I pnp'd we always left it to fate if one left a horse outside a dungeon.... unless there were henchmen to guard or some one to return them safely to town... or a special spell of concealment or ward to protect them from normal wildlife and thievery... Seem there is great Rp situations if horses can be killed or stolen... How much more valuable and fun a horse that you have taken on several adventures successfully...
A re-summonable horse seem a bit like a figurine of wonderous powers...
Anyway, just my thoughts...
