I may be mistaken but I thought there was a rule where one had to have 3 levels in each class by 20th level if they are multiclassing.
Is this true, a rule that was removed, or something I may have remembered from a non-FRC server?

This was something that was in the earliest versions of the rules many years ago on FRC, but that has not been codified in FRC rules for, I'd estimate, over a decade, if not longer. It was removed mostly because some prestige classes have a requirement of at least one level in a caster class, and we didn't feel the need to impose additional levels of those classes on players. It used to be a common rule on NWN servers back in the day though, so even years after we had taken the position not to employ it, players still thought it was one of our rules. It is possible to take new classes on FRC in epic levels. There is no specific point when one has to lock in all classes. All classes are locked in when all class slots are filled. The numerical limits on classes are: -Maximum of three classes (since we have three class slots). -Maximum of one prestige class (to maintain the prestige). -Maximum of 10 arcane archer class levels (to cap the arrow enhancement at +5). -Minimum of character level 10 to take a prestige class (meaning the prestige class can be taken AT level 10). -Maximum of 10 prestige class levels before 21 in a single prestige class. (This is a D&D 3.x and NWN restriction. Prestige classes are capped at 10 levels pre-epic.) Some classes are application-only or have other mechanical or roleplay restrictions.
