Name of the perpetrator: John Doe (Not his real name, see full report for details)
Name of victim: N/A
Crime: Trespassing
Location: Sea Ward, sewers.
Sentence: Three days in holding.
We found him running around the sewers being chased by rats. He'd improvised a shield from a waterlogged barrel lid- the man likely would have died had we not intervened. When we tried to get a name out of him he told us that he didn't remember it. He claims to have amnesia and judging by pretty much everything he said to us, it's believable. It really feels as though the man was born yesterday, especially considering the amount of... things that managed to come out of his mouth, including;
He mentioned a note with a set of instructions he'd decided to follow (included in the report below. I'm not entirely sure what to make of it.)
Some of the local guardsmen seemed to think my sentence to be far too light. However, I think it's unfair to punish a man for the sins of another, even if they were in the same body. The man has no recollection and no intention of the crime he'd committed- a full arrest and imprisonment may only sow resentment of the city watch. The note found on his person hardly counts as incriminating evidence either.

- Deciding on the name "Smith Catsburg" on the spot.
- Asking if he could "Get his hands on one of our metal sticks", referring to our swords.
- Calling a horse a "weird dog"

I'll likely be sending one or two men out to try and find any friends or family. If none can be found, we may as well release him. I can't think of any use we'd have for someone like him, nor can I justify an arrest.
