"Incident Report"
Last night, while patrolling the walled city proper, I observed the movements of the local militia, the Greatgaunt Volunteers, as they conducted a rescue operation through Valkur's Roar lands and just beyond. The mission was a success thanks to the overwhelming resourcefulness of several members, especially the team leader, Corporal Yashani. The Volunteers did a tremendous courtesy to the city of Valkur's Roar by clearing out many criminal elements on the roadway toward Shallybrook, and it is my assessment that we owe them a debt of gratitude. That being said, one crime was committed against the city of Valkur's Roar in the process: as the unit moved through the city streets, one member of the Volunteers, one Rolrik Bertsane, guided a wild animal through the streets, causing some concern and unrest among early-morning merchants and citizens beginning their day. The animal was a brown bear, and it remains a mystery as to how exactly the animal was brought in to the city without alerting the gate guards. I have spoken with Bertsane for the purposes of getting his name from his charter for the report, and notified him that there is a possibility of charges. I also spoke with the team and mission leader, corporal Yashani, about the incident. She was very adamant about it being her responsibility, though the letter of the law cannot hold her accountable. Any accountability of hers is an internal matter for the Volunteers.
My recommendation for this situation is to follow the letter of the law. Mister Bertsane, despite his exemplary service, needs to be fined for the crime, or jailed for three days in lieu of fine if he is unable to meet the penalties. As this matter is a lesser offense, I do not believe justice would be served by levying both the fine and jail time against the accused.
As the Volunteers did a service to the city of Valkur's Roar by way of their mission, I recommend that monies collected from the fine, if paid, be donated to the Greatgaunt Volunteers organization to bolster their already effective ranks.
I await the decision of High Inquisitor Gudwerks in this matter, and will take no action until proper endorsements of action have been issued.

Inquisitor Steel,
Thank you for the report and making certain this beast did not inflict harm upon our population. Walking this creature through the city was a short sighted and risky move by the Greatgaunt Volunteers.
However, we do not forget how time and again the Greatgaunt Volunteers have been steadfast allies coming to the defense of Valkur's Roar and the Western Reach. Those recovered from the Tun Fever or released from the extortion of the Sons of Sembia would suggest leniency.
We shall forgive this trespass Inquisitor, but I charge you to report the matter to the authority over the Greatgaunt Volunteers at their public assembly and address the body reminding them that behavior which places our common folk at risk cannot be part of their conduct while in Valkur's Roar.
Please inform me when the public address has been made.
Sincerely,
Vera Gudwerks, High Inquisitor of Valkur's Roar

"Red Dragon Threat"
There is no obscurity in the evident war that has been brought upon our kingdom by the destructive acts of a particular Red Dragon. It is my conclusion that this draconic threat, if not dealt with, will expand its enraged razing to the very walls of Valkur's Roar. I have devised a plan to draw the dragon away from populated areas, should its prize be found before it can claim it. I am requesting authorization to act outside of Valkur's Roar territories in this matter, to secure the well-being of our city while such can be done.
My plan is to place a request for six large trebuchet, and eight large ballistae, along with reinforced ballista bolts with eye-hooks behind the shaft, for attaching lengths of chain. As these are being secured, I will commission a team to clear the old "Boot Keep" that was sacked by our reservists some time ago, and prepare the keep for war. This is as good a place for a battle with this threat as any I can think of; if the whole place is razed in the process, the loss of life and property will be minimal. If you wish more in-depth details of my plan, I will furnish them at your request, High Inquisitor.
I await your decision in this matter, and will take no action until proper endorsements of action have been issued.

"Suspects held by request of Greatgaunt"
Two individuals have been moved from Greatgaunt to Valkur's Roar for purposes of detainment pending further announcement by Greatgaunt legal officials. These two individuals are known as Chell, and another named Holance. These two transferred detainees are being held in the dungeons of the Great Hall, with the understanding that they are suspects, not convicts... as such, they will be afforded the dignity due a citizen or chartered of Cormyr, save for the fact of detainment itself.
At all times, as per usual, guards will be present on the detainment floor, to provide security and to ensure the safety and well-being of all prisoners, and the well being of the property of Lord Crownsilver, in which they reside. Both men are allowed visitors under watch of the guard. Guards or other officials acting in the interest of Valkur's Roar are forbidden contact with these men concerning the details of their detainment. All personnel will act in accordance with legal ethics and treat these men as vital to our neighboring Greatgaunt.
Release of the aforementioned detainees is restricted to authorization from the Great Hall of Valkur's Roar, by way of decree from Inquisitor Steel or High Inquisitor Gudwerks, or decree as spoken by way of seal or word from the Lord Baron Crownsilver himself.
This entry is for internal use only.
