In several places around Valkur's Roar a symbol appears to have been painted on walls in blood. The design is of a clenched fist held upright, but various artists have drawn the symbol with varying degrees of success. Beneath or beside the symbol words are painted with the same brush. Some examples are:
We Do Not Forget
What is grasped is never released
The Hand Which Protects Also Smites
Did You Turn Your Cloak?
On the rear of the Great Hall of Valkur's Roar in very large letters beside an over-sized symbol are the words: PUNISHMENT IS DUE

At the first word of the symbols' appearance, Zodika directs her staff to stop repairing damages from the recent dragon attack and see to the vandalism first. Assuming the graffiti is easily dealt with, with simple cleaning and magics, she has city repairs resumed within the day.
The workers continue in shifts day and night seeing to the dragon attack cleanup. Days are reserved for masonry work on buildings and nights are spent cleaning and collecting dragon blood. Workers are spread across the city day and night with various magics and noise trinkets (like bells) granted from the priestess. After the vandalism, she spends much of her time walking the city checking on her groups of workers and taking reports of various things they may have seen or experienced on their shifts.

Deko can be noticed quite often on the streets of Valkur's Roar these days. Some times during the day, sometimes during the night. Upon the notice of the new graffiti he would stop and read them and if he sees someone cleaning them he would lend a help for the job to be done faster, if not he would simply continue his walk around the city.

Elith may be seen in the streets during the day helping with clean up. And handing out Water and dry food from the Tipsy Imp. He has a about a dozen men with him helping with repairs, and clean up. When night rolls around these same men may be seen walking around town in pairs. Their disposition much different from their friendly helping ways during the day. Instead taking on a more militant attitude.

Fenix would be seen around the slums bringing breads and fruits to the poor folk around the area, as well as excess meats that he would state were picked from wasteful hunters. He would help cook some of the foods where needed, and otherwise help tend the wounded and sick from the recent draconic attacks. Occasionally, he would ask about the graffitti and ask if the folk have seen much.
He would part ways with them after a time, sparing a handful of coins to each. A time later, a small raven would lay perched on the walls or in the trees, overlooking Zodika's and Elith's respective companies of workers, simply watching movements before flitting off to glide near the streetsides.

Shortly after the dragon attack, Fiona was seen in the slums calming the resulting chaos by comforting the panicked, listening to the pleas of the needy and organizing efforts to rebuild. Strong hands are likely appreciated in picking up fallen debris and rebuilding sturdy objects.
If there is any graffiti left after Zodika and Elith had run through, she'd assist in that clean up, while commenting "What's with all the paint these days? Is this becomin' a 'thing'? Seriously, no one looks at three words on the wall and thinks 'Oh yeah, good point. Guess I'll be a bad guy now! It's depression' how 'tarded villainy is gettin'. Glad Kross is back, he should fit right in"
Finally, to those she helped, shed leave a playing card behind, an 'Ace' featuring swords on them, and reminds people that there are other symbols out there worthy of rallying behind - those with actual substance.

Kross would be seen wearing a fancy suit, having a cup of tea and lounging around. He doesn't put forth any effort to help anyone.

Tal rarely if ever spends time in Valkur, if anything, he might have caught word of the goings on while in transit through the city via caravan while making his way elsewhere... plans to be soon put into motion.

At first, Zodika is vigilant in having it removed. Over time, she decreases how pressing it is to deal with it, eventually treating it as a "matter to get to when you can".

As a member of the reserve guard in Valkur's Roar, Fiona would offer to Zodika to look into it and ask for her cooperation.
In an effort to figure out where these signs are coming from, shed make a map as to where the symbols tend to show up most commonly and how frequently they get redrawn. Perhaps this is a clue as to where the "Artist" is located or where they can be found. She would patrol these areas more frequently, especially if they appear to have a pattern as to "when" they get repainted.
If she discovers anything useful, she would share her findings with her superiors and the regular guard.

Alexandria would pass through the roar taking note of the clean up. She would except any orders given to here from Fiona as a private in the reserve guard.

Seen on an a few walls lithe delicate hand prints in white and blue encircling there red counterparts. Both paint and paint droplets on the cobble stone roads are confined to the old quarter and grow fresher as one makes their way to Suzail.

Multiple cups of tea later, Kross continues to stare at one of the marks across the street. He takes time looking over very detail.
