I think that people should be more aware of the NPCs around them, instead of acting like they are not there. (i.e. Having your character whispering something that your character wouldn't want any one else to know to another PC when there is an NPC right behind your character that would have listened to the whole thing.) I see this much to often, and I think that this would be a good thing for people to keep in mind.

It's a staggeringly bad idea to discuss your most recent murder in front of the commoners. That will bring a guard within minutes. But unless your character is particularly famous (I imagine gossip about Silverstring gets around, for example. That's what you get for taking epic reputation!) you can probably get away with discussing personal matters in a normal speaking voice to people relatively close to you in the open market. Remember that those NPCs are there to represent the dozens and dozens that would be populating a city, and are usually about their own tasks. Sure, the NPC might loiter in an area because the AI gets stuck, but the closest IC analogue to that is the NPC in question, and a few of his or her NPC buddies clustered together there to have a chat themselves. Consequently, they aren't solely paying attention to the few PCs in the area.
Which brings up a related tangent. How are PCs regarded by the commoners, and the people of Cormyr as a whole? They are doing the great deeds, and solving (or causing) the problems that would surely be discussed throughout the kingdom. Are they the medieval equivalent of rock stars? Are they seen as lunatics with too much power and not enough self control? Or do they mostly go unrecognized and unremarked?

Here's something that helps me get into the right frame of mind for commoners. It's from the Cormyte's Boast: When Purple Dragons first rode the ways, Swording every monster seen, Then did adventurers' mighty plays Hearten all in this land green. But now with farmer and merchant both I hearken more or lasting peace, And find myself increasing loath To welcome the weapons charter wreath That bolded part gives a good outlook in the Cormyte mindset towards adventurers. They're a nuisance, yes, but mostly a necessary nuisance, as they deal with the "big problems." Hope that helps.

Just imagine a Hells Angels convention in your town. Are they good? Bad? ...depends on their mood, really. They steal motorcycles and then ride them in fundraisers for Toys For Tots. Are you going to go find out what mood they're in?
Likewise the adventurer, in the eyes of the commoner. Maaaaybe they're good, and would shower you with gold just for complaining about taxes. But maaaaybe not, and maybe you'll end up as 1xp out of the 10K they need for next level. Whatever good they've seen done by adventurers, they've seen enough bad to be damn cautious.
And yes, even the paladins. Nahra has a saying about them, I'm quite proud of it.

Commoners are common too!.. too many people go on about raising dead and evil dragons and all that stuff, like its the norm!.. it might be to adventurers but waric is taking 3 extra swigs of whsiky to burn out the memories.

I usually find it entertaining when a DM possesses a commoner. The way they are treated by the various adventurers, and conversely the ways that different commoners regard the various adventurers are interesting.

Please keep this in mind. Don't just blow by uninhabited NPC's if you even THINK there's a chance they might say something. When in doubt, ask on the DM channel.
