The following are my thoughts and are in no way a DM Team decision.
As we continuously tell people: there are not enough resources to show every represented NPC. There are also not enough DM's to watch for crimes and things constantly.
So do us a favor and keep immersion high. When there is an NPC around, don't assume you can get away with things. That breaks immersion, as it makes it seem like the guards or local NPC's don't care. Point is, they do. They care and they don't like being called useless or incompetent.
NPC's have feelings too.
So be smart (unless you intend for your character to be caught and jailed on a regular basis) and don't perform criminal acts in front of guards and such. Respect the infrastructure and life'll be grand!

something that may help to this regard is each town should have a welcome to .... Sign, with info on each, if not then a sticked thread.
also what nobles over look such as well as common faiths in the area (known faiths I should say).

The only NPCs that I do find annoying are Warric and the ones inside the Regal Griffon.
Warric I don't know, he could be placed somewhere else near the inn... I keep clicking him and every time he gives me his lenghty speech aimed towards new adventurers. Maybe if he wasn't placed right outside the inn, It would be better. But that is just my opinion.
The ones inside the inn kind of bother when you are sitting on a chair that is near one of them. I feel watched or as if they wanted to say something to my PC. But they are just staring him.
And yes, I will try better to pay attention to the npcs, maybe a hello, Warric how are you today might be a good start.

I have been known to give exp bonuses to players who sit by themselves near NPC's emoting to them even though they don't think anyone is around. I have been known to rip into players who ignore NPC's but that is an entirely different rant. As HK said, ignoring NPC's is bad, mm'kay? So don't do it, mm'kay?

Understod, I will try to emote and talk to them all the time. Funny coincidence: I was playing earlier with other character and some NPCs were not visible or did not spawn. Must be the lag...I hope heh.

When my wife logged into the game for the first time I think she tried to talk to some NPCs and wasn't sure why nobody would talk back to her. I think I may have done that too when I first got in the game so many years ago. My older characters sometimes would talk to NPCs for a long time mostly because nobody was hanging around the same places my character was lol.
