I might point out that Forgotten Realms is a lot naughtier than your average fantasy world. A few months back I read posts where Ed Greenwood answered D&D players's questions. Good examples are that the previous king of Cormyr slept with roughly around half of the good looking noblewomen (their husbands joked and bragged about it) and his daughter is not too different either (she plays with both men and women too!). Also several activities that the modern society frowns upon are not thought as out of ordinary.
Naturally since younger folk play the game too it has to be toned down and some of the modern societys frownable things removed from the game completely (not to mention even some older players might have difficulties with some of the thingsas well). But dressing up in revealing manner is pretty minor and I think read that some ladies of the evening walk around topless when "on duty" unless it is forbidden in that part of the town.
On the side note Forgotten Realms was created a year before D&D. This was also as a bit of info among the posts.

But if characters react IC in a certain way, then it's all IC.

Horse is pretty dead, but just one last kick: Remember that this is not our world. In our world, everything sexual is naughty and taboo, more or less, due to the fact that our society is built on a religion that revolves around sin, punishment and damnation that says sex is a sin, lust is a sin and so on. I assume we all know the details.
Forgotten Realms on the other hand is a polytheistic society where all manner of gods exist, none of which are overly concerned about the sins of being a woman eating apples or showing naked flesh or having premarital sex...
