My first question is simple. I created a new rogue character and just noticed the weapon finesse feat wasn't available. Is it not available at all in Cormyr or is there some special pre requisite other than the normal ones in single player?
The second question: Irmgard, my fighter character, found a scroll of True Seeing. He has 14 on his Lore skill, and he could identify the scroll. IC, would he be able to know it was a true seeing spell, even tough he's a fighter? It might sound like a silly question, but how does the lore skill work IC?

We have no additional restrictions on Weapon Finesse. As I recall, it does have a requirement of Base Attack Bonus +1. Rogues start with a BAB of +0 at level 1.
If you have the Lore to identify the object, it is safe to assume you identified it. If you don't think your character should be able to identify it, then you can roleplay either that he couldn't identify it (although you have the Lore to suggest otherwise), or you can roleplay that he believes (for some reason, who knows why) it is something, but isn't sure. With a scroll, maybe he looked at it and thought he saw something that reminded him of the spell True Seeing, if he has any familiarity with the spell.

Thanks for the quick answer. I didn't remember I needed BAB +1 to have weapon finesse. I'm at work, so I couldn't check what the prerequisite was. About the true seeing, I RPd that he could tell it was a more powerful spell of some sorts, at least more powerful than the other 2nd level scrolls he had found, but wasn't sure what it did.

I personally RP even if I identify the scroll that I don't know what it says. It is after all written in magic and only those that can read magic and lucky rogues can actually read what it says. So I often just identify it as hey this is a magical scroll of some kind and perhaps I might even be able to tell that it is powerful or weak magic by the amount of writing on the scroll. After all a 1st level spell would take up little room compared to a 9th level spell. That is just how I handle things RP wise though.
