I suppose this is probably more of a technical NWN thing then something specific to the server, but it can't help to ask... does increasing the listen skill make it so you can hear whispering over greater distances? Or does it need to be roleplayed with listen checks through the dicebag, with consent of the other party?

Listen does not increase the range of being able to hear whispers. I think it used to, but then Bioware changed it.
So far as I'm aware, we have no official rule on this. My opinion is if you want to hear whispers then move closer.
If you use the dicebag, the whispering player can decide if they want to retype what they are whispering in a /tell to you. Meaning it is the whispering player's discretion if you're not in whisper range. The whispering player should take your roll/modifer into account in their decision, but it is their discretion. Even if the whispering player decides not to retype what they're saying, if a DM is around, the DM may decide to do so.
In other words, if you're not in whisper range, you can roll a Listen check but it is ultimately up to someone else whether you succeed of fail.
Note that the whispering player should not "retype" things that weren't said and give you false information. That would be of the poorest form.

And just to add a bit more to what DM Munroe wisely said, it's good practice, when we are in a whispered conversation with someone in a way that is visible, to emote our whispering convo. e.g. I use all the time "*whispers to X*" , "*whispers back*" or similar, maybe not for every line of convo, but at least a hint. Of course, I'm no DM who decided to answer in the DM Q&A section and my suggestion could be taken with a grain of salt. Even though it is a good suggestion..I have answered here and am *completely* out of line...or out of touch, or just not paying attention to where I am posting. Or maybe I had delusions of granduer... Yeah! That's it! That's the ticket!

It does, however, make it hard for anyone who comes along later to tell where the player stopped and their editor began.
I suppose that's the risk you players take. Yes, generally tossing out a *whispering* emote occasionally is a good idea, unless you're also out of view of where you think other players would see you. Doing so when you're out of view of other players could OOC draw attention to yourself, which would encourage metagaming.
