How are these costs determined? I ask only because reading the actual discription it doesnt seem a bad gig for mages wishing to trade knowledge however in practice I've found it /extremely/ wanting.
The feat denotes: Bless (1) 25gp and 8XP for a cost Fireball (5) 375GP and 14xp for cost....
Myself and another mage made a deal to trade level 2 spells, Balagorn's Iron Horn for Cat's Grace. Each assuming this would be a fare trade, and going buy the information given... no more than say 250 or so GP.
The other mage Razellius?, crafted his Cat's Grace scroll to find himself hit for 750gp... for a level 2 scroll, 2x what it says the cost is for a higher level scroll.
Myself I crafted the Balagorn's Iron Horn for 350gp...
Both mages were level five so I'm just wondering now how the cost is determined... and I suppose this is in a way a suggestion it be changed.

Regarding the scribing of scrolls (and crafting of wands) It's all bioware's system for crafting.
Some mages see that the price of thier scribing increases according to the level of caster...though I personally have not noticed any such increase in scribing/brewing/crafting with the mage that I play.
So, I'm not exactly sure 'how' it works, but we haven't altered anything from the way bioware set it up. It's kinda crappy the way they set it up, but it's not likely to change.
