Just played my rogue character after a 2 month abscence. Has the UMD skill been changed from the original NWN script? Now there seems to be a DC of 25+ scroll level. If it was changed, does it also effect other devices as well? Haven't had time to really play with it yet.

Hardcore mode follows the PnP rule that the DC to cast a spell from a scroll is 25 + spell level. We play on the hardcore setting here.
However, I think our system has been modified so that scrolls are still cast as if this were not hardcore mode to fix an issue where ranger/rogue would be able to cast ranger scrolls without the need to make a skill check. So UMD should work (for all purposes) like the Normal skill level (DC to use item based off of item value).
Any other DMs with UMD able to comment?

In the past on this server, scroll use was always based on the scroll value, (the fix you described). Now it's treating scroll use as you described under the hard core rules. Thanks.

Hmmm... Despite operating on Hardcore mode, we have the UMD check disabled last I checked because for some reason rangers and druids have trouble using ranger/druid scrolls with UMD-check enabled.
If it is enabled again then awesome. Maybe 1.68 fixed it as it should be enabled by default on Hardcore mode, but prior to 1.68 we had to enable it manually despite being on Hardcore mode, and when it was enabled it broke ranger/druid ability to use some scrolls they should be able to use. *crosses his fingers* If 1.68 fixed it then it should be on, if it didn't fix the issue then we'll have to make sure it is off again.
