After weeks with no reply another letter is sent stating as the City is not interested is there anyone in authority who may be communicated with?

*The letter is returned in the envelope it in which it was sent, dirty and tattered as if passing through many hands. It is marked with a stamp indicating "Return to Sender". Resealed with wax, it contains within a brief note that reads as follows*
Greetings Adventurer,
We are unable to process your request as there is no Minister of Suzail. You may address your inquiry to a specific Temple or Clergy within our great city for further assistance.
Furthermore, to assist with a thorough response, it is recommended that a more complete proposal be submitted so that the recipient may better determine the nature and priority in which to schedule a meeting.
