Since the question was raised on Discord, I decided to do my own investigations about what various populations are and where I'd put VR's population.
From all the towns above, I feel like Valkur's Roar is most similar to Wheloon. Tilverton was clearly a pretty large place and I don't see that Valkur's Roar would be nearly as large as Tilverton.
Other comparisons could be:
Both Ilipur and Pros are both small ports for Elversult. Valkur's Roar could be a port for Proskur which is a Large City.
Our setting also makes the road through VR the main way through Cormyr so that adds to the population and adds its similarity to Wheloon
Wheloon also acts "as an alternative to the expensive, overcrowded ports of Suzail and Marsember for the moving of small cargoes to and from the heartlands of Cormyr. Barges from Wheloon navigate the Wyvernflow to other coastal ports or cross the Wyvernwater to trade up the Starwater River to its navigable limits [Volo]
However, Valkur's Roar also has a dark cloud over it so people may avoid it some too.
Immersea is actually much smaller than we make it seem and I'd keep the populations well above Immersea which doesn't have much of a port at all.
You could also make a 'competitive business comparison' between Starmantle and Westgate to Valkur's Roar and Suzail. Starmantle, again, with a similar population to Wheloon.
The description, placement and the map of Elversult make it seem larger as it sits at a major junction and have lots of warehouses. However, it also has a shady history and shows that a place can overcome and thrive after it.
In the end, I'd probably put Valkur's Roar's 3rd edition population between 5,000 and 7,000.
