I believe EE provided proper fixes to both Expertise and Parry (at least the ones I know of) that allow you to “leave it on” when you click it.
This is just my understanding though. I have had times recently where Expertise did not stay on but there could have been other factors I wasn’t paying attention to.

I think when you heal or drink potions etc ....... It cuts of, which makes perfect sense.

Marriah is correct, expertise is cancelled by the use of any spell (if there's any that this doesn't happen for please report it as a bug), be that as a caster, from a potion/scroll or other type of item and has long been the case on FRC. That said healing kits do not disable expertise as they're not spells.
Parry itself works fine, it has it's uses (though it's very much a niche case and it's value isn't thought of very highly by most), though it only blocks the first attack per flurry from an opponent upto your maximum number of attacks. That means if you have 4 attacks per round and your opponent has 4 attacks per round you can parry the first, third and fourth attack and your last attack could parry 1 secondary opponents attack (though if it has more then 1 attack per round it's likely you'll parry 2 from each of them due to timing of the attacks). It can be useful if you have a really high score (higher then your AC) in a 1 v 1 fight against something with an attack bonus high enough to beat your AC but perhaps not your parry skill.

There is something else you can use that's better healing than a healing kit that doesn't disable expertise or Parry. As well there is a way to make yourself nigh unkillable from attacks alone with Parry. So it is actually if you know how to build and know what you're doing the best way to make a tank character.
