In light of recent events I was curious if a body that was split in two could have regeneration cast on it before death takes over, thus essentially creating a clone.

I don't know what recent events you refer to.
Regeneration is somewhat limited in its power. It cannot prevent someone from dying from suffocation or starvation, for instance. A body part that lacks enough of a system to perform basic functions of life will die in spite of being able to regenerate physical damage. At that point, it would require resurrection to restore to life, and that would only work if the person wasn't alive elsewhere.
It is, for example, possible to drown a troll, but not a scrag (since they can breath underwater). You could still suffocate a scrag though.

Not sure what a scrag is but ... question answered! Thanks! Scrags are a variant of trolls that live in the water. Their regeneration only works when they're at least mostly submerged in water. They can breath in water so can't be drowned in water. They could still be suffocated though.
