Just kind of curious about this.
If people are gathered and start whispering as they are in close proximity to each other, then they can hear whats being said as it is interpreted as talking in low tones.
I am aware that if something is really secret one goes elsewhere but sometimes what one sees happening immediately they may not wish their comments heard.
So if someone prefaces the whisper with *Talking in low tones* then only they and the person they are speaking with can hear it? if others wish to hear they need a listen check?

I think mechanically, if youre in range of the whisper, you hear it, baring an individual pc's player citing not-so due to whatever rp reason.
Maybe they have an item on that makes them hear worse?
Any other approach may be too conviluted to negotiate. This is something i'd suggest to just keep it simple. But hey given this month we could reform the Constituion...

Generally if im speaking in super stealthy speak i swnd tells. Otherwise whisper and hear what you hear, the radius isnt perfect but it's the best we've got short of discussions between players. This here, if you do this to me I'll copy such into a whisper and make it known publicly that your character said such as a whisper, as it should be. If you wish to be "super stealthy speak" go somewhere you believe nobody will overhear you. Tells are ooc messages as far as I'm concerned and I rather hope one of the DM team speaks up about this as well. If you wish to pass a message on up close, decide on some rules with the other people in actual whisper range before hand, allow a listen check if they wish to roll it because some characters have actually invested into that skill over the more commonly used spot. FM. *edited* Thread wasn't marked as DM Q&A so didn't notice after others had replied, not going to bother removing the reply a DM is welcome to if they desire to.

Thanks but I put this here for a DM respond if it is indeed mandatory or not. In rl people whisper to each other even if a short distance for others and they can not hear.

If you can read a message in Whisper channel, you can hear it being spoken. If you don't want someone to hear something you're whispering, don't stand sp close to them. If you cannot detect them because they're in stealth then their Stealth skill is working. The range of the whisper channel determines who can hear the whisper.

I will request anything said as an in-character "whisper" in a /Tell to my characters to be repeated in /Whisper channel before I will respond to it, and would encourage everyone else to do so as well. Tells are not whispers. If you want to whisper in secret, go somewhere secret to whisper, and hope you're not followed. Some people have invested heavily in stealth skills and if they are stealthy enough to stand in whisper range without being detected, they should be able to hear whispers between characters that they are in whisper range of. Whispers should not be sent in tells because there is not 100% security of anything said in a whisper and there should not be. "They" could be listening, and they should have their chance to overhear if they're good enough to be there at that moment when you whisper something crucial. Who knows, "they" could even turn out to be allies.
