I've been told mixed things on this from different people. Can you or can you not use the enchanting system with gems to enchant a crafted bow? It was my original understanding that most crafted gear could be enchanted. Some people are telling me it's melee weapons only. If this is the case, would it be possible to work with a DM and an enchanter, so the costs are met, and a property is still added? It seems oddly selective that ranged weapons are the only ones to be excluded.

The 'imbueing' process only works on melee weapons: the +damage property doesn't work on a bow anyway.
As you mentioned it is possible to craft bows, but there is no means to give them elemental arrows via crafting, though there are a few elemental arrow bows for sale in the module.
edit: It has been pointed to me that the +damage properties do work on bows, I guess in one of the later patches they fixed this.

Would it then be possible to get with a DM and a skilled crafter to see about getting a nice bow made? I've seen people mention working with DMs and folks with really high craft skills, but wasn't sure if the DM's actually did that sort of thing.

It's up to the DM in question - certainly DMs will create custom items for players at time & it could be linked to crafting if they wanted it to be.
