*everyone who will listen hears this story in Isinhold*
I am Rulla, daughter of Garag, of the Cleft Rock People. The tale I tell is true, by my vow as a fair witness I swear it.
Among my people it is honored, that at times there is truce: when the elders meet, when the prayers are being said, when folk gather to hear the teller.
Wynter broke this truce, and used this teller to shield her from suspicion as she came close and then murdered a person. She asked for a tale, and while it was beginning and all eyes were upon the teller, she murdered Celith in a cowardly act, unprovoked, and while he was undefended.
From this time forward, I ask she be banished, never to know the company of fellows, never to share knowledge, nor goods, nor kind words. And to the one who brings me her head I offer my sword.
I name her cursed, and all who aid her share her curse: may her life be short and miserable. *she spits*

The rumour is further enhanced by murmurings that the foul act was witnessed by a small group of dark, sinister shadowy figures on the hillside outside Isenhold gate.
