The Red Wizards of Thay, while certainly skilled practitioners of the Art, are infamous throughout Faerun for their use and promotion of the slave trade, for cruel magical experimentation with little regard for morals or social norms (including the binding of fiends and the animation of undead), and for general intent to increase their power and spread their influence by any means necessary. For the reasons outlined above, no, unless you had success in the improvement of the reputation of the Red Wizards to the point that I would not be risking losing my morally minded client base.
4. What services would you like to see the Enclave provide that it does not? Where do you see place for improvements?
The Enclave, as of present, does not offer any unique magical services that cannot be found at comparable fair prices elsewhere. The priestesses at your shrine offer to cast magics to enhance one's physical or mental prowess, but the prices they charge are such that they are typically not worth the investment, even were one not concerned with the morality of paying for spells from open clerics of evil deities.
If unique magical services or items that can't be easily found elsewhere were available at fair prices, they might see more use.

As such, while their enclaves may provide a great many useful services, the stigma associated with actions of Red Wizards in the past (and, indeed, by the majority of representatives of such in Cormyr in the present) serves to taint the reputation of the enclave near Proskur to the point that to regularly associate oneself with such is severely damaging to one's reputation.
As a successful merchant, who does a great deal of her business with "do-gooders" and other reputable individuals who hold themselves to higher moral standards then the majority of Red Wizards, I would risk losing too much business by regularly dealing with the enclave. The damage doing such could cause to my reputation, and in turn, to my sales, is quite staggering.
In short, if there is a true interest in economic expansion through the use of enclaves in predominately "good" territories, such as near Cormyr, I would suggest putting into place bans on the practice of illicit activities by agents of Thay, including but not limited to the practice of slavery, dark magic, and the trade of illegal goods.

I do not have much coin. They do not sell the brain items, or other arcane items, that I have use of. I do not often travel past the Enclave as there is little of interest for me in the area.

Yes. If I am nearby perhaps, but I will not travel through half of Cormyr to save a few lions.
4. What services would you like to see the Enclave provide that it does not? Where do you see place for improvements?
Yes. I think the Enclave should sell more books, scrolls, and brain items. Higher circle spell scrolls, rare and exotic spell components and fixing tools. More exotic food would also be of interest. Postal delivery service outside of Cormyr would be useful. Spare parts – an armsdealer without arms is not a very good armsdealer, no?
The location is also not very good. No. The Enclave should be moved closer to Greatgaunt or Valkur's Roar where I visit more often.
And strawberry pie. Very important.
