Further explaination (read at your own risk):
You gain extra attacks per round when you have a BAB of 6, 11, and 16. Once you reach level 20, you no longer gain BAB at a normal rate (now everyone gains +1 every other level), and (dont ask me why) you no longer gain extra attacks per round. The only way to increase your attacks per round are by using the following: Haste, Rapid Shot, Two Weapon Fighting, or Flurry of Blows. A level 21 fighter (type) will have attacks that look like this (base): 21/16/11/6
Monks are an exception to the rule. They gain extra attacks at 6, 10, 14, 18. The difference there is that there is only difference of 3 between each attack (as opposed to 5). A level 21 monk will have attacks that look like this (base): 16/13/10/7/4

The powergamer's tactic in this case is to multiclass to a secondary class with higher BAB so he can reach the favorable +16 before level 20. But that's the powergamer's angle, like I said... Besides, druid's wildshape abilities and spell casting progressions start getting really awesome as you near epic level, and multiclassing at that point would be shooting yourself in the foot. If you should be feeling sorry for anyone besides yourself, then suffer with the mages; their BAB only reaches a pitiful +10 at level 20! But seriously, most classes with low to mediocre BAB progressions have their strengths in other fields, so no matter what class, you stick with it and you'll be fine.

Yes, a monk with more than 5 levels in, let's say fighter, will gain an extra attack per round once he reaches level 20, but on the other hand, a monk who reaches level 20 without multiclassing will get higher movement, more stunning fist attacks per day, AND GLOWING EYES! ;D I think the 20th level grants some damage reduction, it does in D&D but I can't be certain it's the same in NWN...

You'll still get glowing eyes when you hit monk 20, it just won't be at level 20.

I think that attacks per round are the only thing that you stop gaining at character level 20. If you have a level 20/5 monk/fighter you will still gain the damage reduction and cool glowing eyes ... your character level will be 25 though. Just like a cleric or wizard will continue to gain spells until they reach 20th class level.

I've noticed that you can't have more than 6 attacks per round
I built a monk using the hak set PRC (Player Resource Consortium) and it was a Monk/Tempest dual wielding Kamas.
Hasted and flurry of blows put him at 10 attacks a round, but I was still doing only 6 attacks.
This was on single player against a combat dummy in a mod I built.
