Tacked up once on the Redmist Inn door, once about the merchant's districts, and once around the docks are long sheets of parchment with the following:
People of Redmist,
As the howls cut through the night ask yourself: Where is the Lord of the city? Where does Bloodstil and his men hide while the tooth and claw harm the people of Redmist?
He holds up in his lofty manor, protected by his own, not risking his own neck for the people's protection! Others "below his station" take the blunt of the attack and with blood and sweat keep the Free City-State safe as they are able.
Remember back: Remember back that it was others that saw to the city when the Zhentarim moved in, not Bloodstil. Remember back that it was the Captain of the city who brought order back in after the chaos, not Bloodstil.
Remember back that it was Bloodstil that handed out coin from the supposedly "depleted" coffers in order to "help" the people. The coin had to have come from somewhere. How much was Bloodstil hoarding in his own coffers until it became apparent he had to placate the people?
Open your eyes, good citizens! Our "lord" does nothing except when to save his own hide! He gave promises when the city broke itself from the gross neglect of the Crown. Now the city and people suffer under a new oppression and negligence!
The people have suffered long enough! Seek the truth yourselves! It lays all about us! Voice your discontent as this is your home!

Citizens,
Due to an increasing amount of external and internal threats to the security of our fair city, including evidence of Cormyrian sleeper cells determined to undermine our freedom, a state of marshal law has been declared. A curfew will now be in effect for an indefinate duration. All citizens are to be indoors within one hour after nightfall. Travelers and citizens found wandering the streets past curfew will be escorted to an inn or flophouse.
All arms are to remain peacebonded. Violation of this edict will result in the confiscation of all weaponry and the indefinate incarceration of the guilty party. The Right to Duel will be temporarily suspended. All duels during this state of marshal law will be considered illegal and all parties involved will be subject to criminal charges. Travel within the city's sewer systems is strictly forbidden. Any found within the sewers will be detained indefinitely.
Furthermore, due to the increased risk to the city's citizens by the Cormyrian sleeper cells, the Lord of Redmist now holds the right to label any foreigner or citizen within the walls of Redmist who is suspected of subversive and/or treasonous crimes a 'Criminal Enemy of State'. Criminal Enemies of State will be detained indefinitely and may have certain rights suspended, depending on the nature and extent of their criminal acts.
(1)The right to legal council will be determined based on the nature of the charges held against the Criminal Enemy of State and the level of sensitivity of the case information and its level of secrecy. The Lord of Redmist reserves the right to suspend the right to legal council at his discretion. (2)If a Criminal Enemy of State is not a citizen of Redmist, the right to contact a consulate of their native country may be suspended at the Lord of Redmist's discretion. (3)While torture is not condoned by the Lord of Redmist, the right to conduct enhanced interrogation techniques on Criminal Enemies of State is permissible at the Lord's discretion. (4)The Lord of Redmist may now suspend a Criminal Enemy of State's right to be informed of charges upon arrest. In addition, the right to have evidence obtained in favor of the Criminal Enemy of State may be suspended depending on the nature of the evidence and the discretion of the Lord of Redmist. (5)The right to request a translator for those unable to speak Chondathan may be suspended at the Lord of Redmist's discretion.
Criminal Enemies of State will be released when their innocence has been proven by a tribunal under the direct supervision of the Lord of Redmist. In order to protect the rights of Redmist's citizens, the Lord of Redmist is required to list all individuals labeled Criminal Enemies of State in a public fashion. However, the Lord of Redmist retains the right to keep such information a State Secret until after the sentencing or release of labeled individuals.
Let it be known that in this time of increased threat, slanderous speech against the Free City-State of Redmist or any of its officials will result in temporary detainment and a subsequent investigation. If the Lord of Redmist determines that the investigation has yielded evidence of treason, the guilty party will be labeled a Criminal Enemy of State and will be tried by a tribunal under the direct supervision of the Lord of Redmist. Additionally, the failure to report suspicious activity by any citizen, including the slander of the Free City-State of Redmist and its officials, will be considered conspiracy and may result in the detainment of not only the guilty party, but those who failed to report it, at the discretion of the Lord of Redmist.
The Redmist Guard is, from this point forward, considered a secondary force to the new Scarlet Guard peacekeeping force. To ensure the efficiency of the Scarlet Guard and to fortify their ability to protect our city, members will be granted a temporary exemption from trial by civil and military law until the internal and external threats to the city-states safety are eliminated.
All citizens are expected to adhere to any and all orders issued by the Scarlet Guard. Failure to do so will result in detainment at the discretion of the Lord of Redmist.
In an effort to root out Cormyrian sleeper cells within our city, all citizens will be required to, from this point forward, carry with them documentation of citizenship. Failing that, citizens may offer proof of residency and/or holdings within the city. Travelers are exempt from this edict, but must declare their intent to remain, should they choose to stay within the city walls for longer than a tenday. Any who fail to adhere to this edict will be labeled a Criminal Enemy of State.
The Lord of Redmist has asked the following words be posted with this notice:
It is with a heavy heart that I must take these steps to stop these foreign criminal elements from subverting our glorious city-state's freedom. I am, however, determined to see this through to the end and am confident that every ardent patriot within our fair city-state will adhere to these edicts and make what sacrifices they must to ensure our safety.

A man clad in dark clothes, hood and cloak with no visible weapon makes his way about the city, quietly observing the Scarlet Guard. Slipping behind some of the boarded up buildings he heads for the docks.
Leaning back against a building wall he watches and waits, not moving until a couple of 'regulars' pass by -- he spoke to them casually those endless nights patrolling the city and now he would take the chance that those conversations developed into a bit of loyalty. Discreetly and separately he pulled each aside into a back alley speaking in a quiet whisper.

A small shadow slinks through the city, stopping every so often to listen. Making mental notes of what is seen, the shadow slips into the inn for a drink, listening to the local gab and making plans.

Far away from Redmist the physical and mental pain of the nights undertakings lingering, he walked purposely to a part of the city most wouldnt frequent at this hour. Glancing about the tavern as he stepped inside, his booming voice heard through the whispering darkness, several hooded heads turning in his direction:
"I need a rider... now" Pausing his words while gaining their attention. "... best be fast and able... no questions asked."
Holding a wax sealed and rolled parchment in one hand, the other palming and tossing a sizeable pouch of coins as a couple of would be 'volunteers' approach.

Keeping to the dark corners, a small shadow reads the newest list of names. Hands clench in anger and teeth grind reading her name on the list. "Bloody mongrels... I'll see each one of them feel my spite..." whispered under her breath. She seems to twitch a moment, a sneer crossing her face. Waiting for a guard to pass, she slips out of the city.
