My PC (Quinidar Siril) is a 3rd lev rogue 10th lev ranger and I had thought that setting traps would be a class skill for him...however I went to set a trap for the first time yesterday and realised that I was unable to. There is no skill for set trap in my list...and I do not remember having the option to put points into that when levelling. I do have points in disable and craft...Is this right?

Set trap is a trained skill which means you cannot use it unless you have placed points into it. I am unsure if this means it will not show up in your skill list if you do not.
I would recommend next time you level, if you do not see the skill as an option to put points into, you do not accept a level and attempt to contact a dm.
Also, class skills just mean that when you level up as that class, you are able to get a 1:1 ratio for points you place in that skill. It does not mean you are able to use trained skills untrained.

If you haven't put any points in the skill it will not even show up on your skill list in game. As DM Greenhouse has said, you will need to put points into the skill when leveling up if you want to set traps.

Set Traps is a class skill for rangers and rogues.
Disable Trap is a class skill for rogues but not rangers. Yes, that's kind of dumb, but I didn't make that game.
In NWN, there are only 2 skills that are restricted: Use Magic Device and Perform. A character must be a bard (or maybe also RDD, not sure) to take Perform and must be a bard or rogue to take Use Magic Device. All other skills can be taken as cross class skills.
In D&D 3.5e, the restrictions on skills were removed and there are no restricted skills. Some shapechangers (particularly afflicted lycanthropes) get Control Shape as a class skill, but so far as I know, the only reason nobody else has that option is because they don't have to worry about controling their shape.
