It seems there was an update to the Teleportation spell, and I was wondering what the function of the update was suppose to be?
As far as I can guess; The spell was edited to have a high DC concentration check in combat, however the spell fails when not in combat.
I attempted teh spell 7 times while not in combat, 3 times indoors 4 times outdoors and it didnt work a single time.
Was the spell intentially made unusuable for now, or is this a bug in the system?
((The PC I was tyring to teleport with is level 17 and has a concentration relative to her level))

There was indeed a concentration check added to the spell. The check itself is determined by the total level of the player. Without giving away too much, players without much focus in concentration will have a high rate of spell failure.

Can I ask why it was added?
and why it isnt a take 20 when outside of combat?

Because it is an item used, there is no way to determine if one is in combat or not. Thus, no way to determine when a 20 could be taken or not.
As for why it was added, all i can really say is that the DM team debated the issue and determined that some sort of balance should be struck with the spell.

I thought the balance was in the signifigantly higher chance of failure than in the handbook discription of the spell...
Isnt it possible to set the item to not be usuable in combat at all if that is where the balance issue was? Sort of like the emote wand?
Added: Maybe this should get moved to the general discussion? Or at least opened up for other mage-players to post here because if I'm asking i'm sure the rest are thinking.

Actually there was no failure before the addition of the concentration check. There was misteleportation. The spell would not fail, but would teleport you to a place you did not want to go.
The emote wand not being able to be used in combat is not a possibility. As I just tested it, it is still possible to be in combat and use the device.
The DMs have decided that a concentration check would be added. However, we will review the dc and whether or not it needs adjustment.

It might need knocked down or at least locked in place to reflect higher levels having a better chance at gettingit... like I said, level 16 wizard (17 overall) and she couldnt get it a single try out of 7times.

The DC has been reduced in the next update.
