I think I remember seeing somewhere a while back that UMD checks on FRC were moved to hardcore rules with a base of dc 25+level of item. AM imagining that or is that the case, if not then what is the base check for UMD and any or all restrictions on its use?

Scrolls used with UMD are at a DC of 25+spell level. So a level 1 spell has a DC of 26, a level 2 spell has a DC of 27, and so on.
All other items usable with UMD are based on the item value lists given in the NWN manual. Note, however, so far as I know, UMD uses item default values, not their FRC gold values.
The supply kit that is ranger/druid only (if it is still in the game, I know the resting stuff was changed) should only be used by rangers and druids as it is meant to represent the ranger or druid just needing less to be supplied in nature, so RP-wise it just contains less supplies than the regular kit and can still provide them enough to get by. It is not a device that can be overcome with UMD.
The animal empathy widget should only be used by rangers and druids. It is meant as an alternative implementation of their class ability to empathize with animals and as such is not an item that exists in-character to be used with UMD. I think the animal empathy widget uses the ranger/druid's animal empathy ranks so it is probably pretty useless to other classes anyway.
Because the UMD script used on FRC is not the default Bioware script (the Bioware script was very broken), if you do experience any problems using UMD, please report them.

Wait, there is an Animal Empathy widget? I have a druid character that doesnt have anything like that, how would I obtain one? And thanks for clearing the UMD up for me.

It allows you to calm large groups of animals. And before you ask, no, it doesn't give you an army of badgers.  It calms them, making them loose interest in you. Contact a DM in game if you have trouble with it.
