So are there any rules against running? It is at least frowned upon, but what is the policy on characters who run depending on how much, when, and where they run if any.

If you are being chased by a monster, it would be an IC action to run.
If the city is burning and you need to get help quickly, it would be an IC action to run.
If you want to get to the next merchant quickly, or loot spawn, then running in full plate mail would not be an IC action.
Running for no other reason than it is the fastest mode of travel is what we are trying to avoid. Just use common sense.

We don't have a "run or we'll ban you" policy, so to say. However, we do like to see people be immersed in the roleplay. Having your character constantly run while in town, through the inn, through the fields, through the dungeons, through everything when there isn't a single solid RP reason for your character to do so, then it is very very heavily frowned upon.
Expect a long time player or a DM to send you a tell asking you to stop running as it isn't very much In Character to do so. Unless you happen to have a dragon with an intent to make your character it's lunch chasing you, then you shouldn't have your character run.
Should you persist in running even after being told not to do so, well.... ;D We DMs have a few little tricks to encourage you to make your PC walk.
