I was wondering how you use a weapon with a skill like bluff during RP. I have emoted places hand on hilt. Then equiped the weapon to get the skill to apply. Is this acceptable or not?

I'd say so...oh blade of deceiving.  would prolly be a ruin or something attacked to the hilt or blade or whatever that enchanted your silver tongue in this case. |

I'd say you shouldn't be equipping two of anything in your hands that grants a skill bonus to a manual skill though, since if you're holding two daggers, you can't very well be using your hands for the other task.
This doesn't apply so much to a bluff dagger, but there is a dagger with a bonus to pickpocket on it.
