In the creation rules in regards to rangers
10. Druid & Ranger Patron Deities and Druid Atonement - As divine spell casters, Druids and Rangers must have a Patron Deity native to the Forgotten Realms setting and have an alignment within one step of their deity's alignment. Druids must follow a nature deity, but Rangers do not. If needed, a list of nature deities usable on FRC may be found here:

A Druid who changes their faith, ceases to revere nature, changes to a prohibited alignment, or teaches the Druidic language to a Non-Druid may lose access to their divine and nature abilities by receiving a Fallen Status Token. A Fallen Druid may not advance further as a Druid. These restrictions can be removed if the Druid coordinates with a DM or EDM and successfully earns Atonement. See Fallen Status.

I think it should be modified slightly. You can play a ranger without using spells. The way it is currently written, in my view at least, is rangers must choose.
