Five Red Wizard diplomats wait days to have their meeting with The Steel Regent. When they are finally approved only one of their number is allowed to speak with her and then under the watchful eye of several War Wizards. The following letter is delivered.
It has come to our attention that a few days ago, one of our Knights and a tracker were murdered on Proskur soil while carrying out lawful duties for our enclave. The perpetrator was clad in white. His armor looked like it was made of ice, as did his shield, and sword.
We have tightened security on our border until this matter is dealt with. I don't have to describe to you our treaty as you are aware. We seek to continue moving forward with our treaty during this time for the prosperity of Cormyr and Thay. We will not send our people into your lands to hunt down this murderer without your permission. We ask for that permission, and that this individual be brought to justice.
We wish for them to stand trial according to our laws, and in Proskur. Until your response is given, our security will remain strict. We do hope to hear from you soon, so that this issue may be dealt with. I'm sure you can understand that the harassment of our people on our own soil will not be tolerated.
Sincerely,
Chathin Zurn,
Khazark of Proskur
Enchantress
The Steel Regent sighs upon reading the letter and gives her response to the Red Wizard diplomat. He smiles and bows deeply to her commenting upon her wisdom and knowledge that are being exhibited in these trying times.

The Crown announces the following:
We have been made aware of the alleged murder of a notable Thayan on the soil of the Proskur Enclave by a Cormyrean. The Crown expects Thayan citizens to honor Cormyrean law within the Forest Kingdom and in turn have allowed Proskur to send forth officials to investigate the alleged crime taking place on Thayan soil according to Thayn law. If compelling evidence is discovered the alleged criminal will be escorted to Proskur to stand trial.

Word spreads about a Red Wizard diplomat talking to the Crown Regent again. The taverns are abuzz with some people saying it's about merchant contracts. Others retort that the Thayans are trying to use diplomacy to gain an advantage. A lone voice or two mutter something about how lawless adventurers will be the downfall of Cormyr.

*Within the bustling city core of Suzail, across from the towering College of War Wizards stands the lawful Kingdom's center of justice, The Royal Courts. With its vaulted ceilings and numerous chambers it can be an imposing experience for many to walk the halls. The Red Wizard Diplomats are summoned and escorted to the Courthouse by a small contingent of Purple Dragon Knights and War Wizards where again, four are sat outside near the fountain and one is permitted to enter.*
*Several members of nobility with various interests in transportation, trade, and taxation pose their questions and concerns with a tactful but pointed tone. The Judge sits seemingly small in stature in his high-backed chair with finely combed gray hair and styled beard, his old wrinkled face remaining neutral as he listens and observes the inquiries from the Nobles and response from the Diplomat covering the cause and effect of the Kingdom's caravan system. The discussion comes to an end and the Judge bows his head in silence for several moments, then speaks in a well articulated manner, the wisdom in his voice filling the chamber:*"For a full Moon the Thayan Diplomats have enjoyed the courtesy of Her Majesty The Steel Regent, Alusair Obarskyr, reigning in the name of Prince Azoun V. The party shall have one additional Moon, expiring on the first day of Elient of the Year of Halflings' Lament, to continue their investigation into the actions of this...winter solider, at which time they shall return peacefully to their Enclave whether a resolution to the cause of their visit is discovered or not." *With a slam of his gavel the proceedings are concluded. The Diplomat only slightly bows his head and is escorted back to rejoin the other Red Wizards outside the Courthouse, who then carry on with their duty*
