DM Q&A: Regarding the Orc plot and server limitations.

My question is specific about the ongoing Urbucheck's plot.
What does my character sees when he approaches an Urbuchek "controled" tribe?
1- Does he sees what is in the server right now aka: Hostile orcs that attack on sight and have butchered, impaled and beheaded dozens of travelers/peasants
2- Does he sees: no butchered people, and orcs that maybe growl at him but no more provided he doesnt gets too close
3- Does he sees a bunch of orcs grabbing hands with cormyrean peasants and welcoming anyone with some good pipeweed?
I ask because this very much informs how my character behaves regarding the orcs and the plot and I think maybe diferent players are assuming diferent things, which has led to much confusion and disagreement. When I feel we should all be in the same page regarding this IC as it's something that can in theory be seen by anyone.
