Under the rules for player guilds it states that the player (not the character) can be in only one guild at a time. This makes perfect sense. However, there are also NPC factions that do not exist (At least as far as I can tell) in the guild section of the forums so I must assume they function differently. For example, the noble houses who have taken up staring at each other across a ruined valley.
Alright, on to the actual question.
What are the rules concerning a Player being a member of both a Player Guild and an NPC faction?

What are the rules concerning a Player being a member of both a Player Guild and an NPC faction? Generally, a player can be in one guild with one (or more) of their characters and still have any given character participate in NPC faction events without issue, but the same character being in both could of course cause in-character conflict, and ultimately it's up to the individual DM running the individual plot that involves the NPC faction. Some faction plots may be more restricted than others. Some DM plots specifically state that a player may only have one character participate in the plot. Other plots do not have that restriction. In other words, for DM-based conflict, check with the DM running the conflict.
