[In a recent update to Suzail, a lot of doors and shops signs were added in the hopes of bringing more background and life to the capital city of Suzail, and while this has some strengths, it also has some weaknesses. We depend on the players of FRC to understand that while you may walk by some of these shops, that they do not have interiors or shop keepers within- that it doesn't mean that they are closed or not present.
I also feel the need to note that while it's not impossible that an NPC might end up in a situation of loaning large amounts of sums of money to PCs, that it probably the result of a campaign or other event, rather than the use of and NPC money lender. In short, I have to note here that the Money Lender in Suzail isn't going to be a source of loans, over all, for PCs.
In short, the Money Lender sign in Suzail is flavor, not function- as a general rule of thumb. Feel free to RP sums of money in exchange, in the same way that one might RP having a gambling problem or alcoholism (drinking for example only puts a short debuff on you, but not the full penalty of a failing liver)- but actual gold loans in exchange with DMs is not a service generally provided.
