A quick use of the forum's search function brings up a history by Munroe that states he was appointed by Thay, and did not gain his power through murder. It's a good place to start for the future.

Not by murder? Oh that’s a laugh. Abby just asked Runa to publish her eye witness account of his nefarious false flag rise to power. Coming to a broadsheet near you!

Nope sorry wrong answer. I know for certain because I carried the formers lords headless corpse to Suzial.

Nope sorry wrong answer. I know for certain because I carried the formers lords headless corpse to Suzial. Just because a position became open did not mean the deed was done by that one's hand. Regardless, using the search tool that I suggested earlier and about twenty minutes, it seems a highly-likely candidate for the name you seek is Cervantes.
