The rule is clear: No familiars walking inside of any the city, no pets (ranger or druid) or invocations. Okay, this is clear from the start.
But I have a great doubt. Greatgaunt is a city with 4 exists, and some dungeons inside of the city, like catacombs, old well and ruins.
1 - It would be considered illegal if, for example, to pick up the familiar, tied him firmly with a collar or put inside of a bag, just to carry between town exit A to town exit B (because the city itself has no alternative routes outside ), emoting this action icly to walk directly slowly, trying to avoiding guards and other people, avoiding the main road, trying to keep everyone in safely, and of course, your familiar too?
2 - In terms of rp, it may be considered criminal to put your familiar standing at a point inside of the game city map, but outside the gates and walls, with a paper on this side written "he is tied and with a collar.", just to let icly recorded that the creature is hold, while the owner walks around town solving some personal situations?
I'm not questioning if someone attacks the creature, or any other icly action in terms of character or furter development. I want to check whether in terms of Cormyr's law, this kind of interpretation of the law is allowed.

Passing through with your familiar is not likely to be a concern if it's a basic animal. If you RP having it on a leash and walking it to the gate, crypt, etc., you're not likely to face the wrath of the guards unless it's a creature that would be considered a threat, such as beholderkin (eyeball), hellhound, imp, quasit, or even one of the non-evil creatures that resembles them (such as mephits--it's easy to mistake these in-character for imps or quasits).
(I don't actually remember, are quasits available as familiars in NWN? They are, right?)
Basically, if you're just RPing movement from one point to another, and your creature is not notable as being fiendish or an aberration, you should be able to do so without issue from the officials of the village.
Player-characters are a different issue. Some may elect to take the law into their own hands. As such, I recommend invisibility to move a familiar through the village if you have access to it. Such characters will argue that the animal's presence was in violation of the law, and technically they have a point.
The rule about no familiars, animal companions, or summons in town is both an out-of-character and in-character consideration. The in-character is of course about the potential threat to the locals. The out-of-character consideration is to reduce the number of NPCs in towns, particularly during peak hours. The game can get very draggy when a bunch of player-characters are in one location, and this is worse if they also have their animal companions/familiars/summons with them.
We do allow people to RP riding horses in town and having their horses in town, but we likewise ask that players with horses be considerate and avoid the use of horses in busy areas, as they make some players' games freeze. (Also, if we catch you with your horse inside a building, we may confiscate your horse.)

In my case, I have a pseudo-draco with my mage, That's why I mentioned the idea of putting in a bag and emoting.
