Arcane only, Wiz/Sorc at that. Bard, no. Just wizards and sorcerers. Clergy and druids are regulated only by the restrictions on illegal faiths, and the laws on individual crimes (such as creating undead and summoning fiends). Bards, while also arcane spellcasters, are only regulated by the restrictions on specific illegal spellcasting. Sorcerers and wizards (which I will collectively refer to here as mages) have unique mage runes. These runes are used by the War Wizards as part of the registration of spellcasters at Stormhaven House. Each mage rune is unique to the individual mage. Mystra herself bestows a curse (as detailed in the sidebar Mage Runes and the Curse of Mystra, FRCS page 28) on anyone abusing the mage rune of a caster above 10th level. From Forgotten Realms Campaign Setting (3e), page 28: Having the runes of powerful mages on-hand allows the War Wizards a means to better track and manage these rogue users of The Art within Cormyr. While clergy and druids are also powerful spellcasters that can be rogue elements, they're managed in part by their faiths and adhering to them, as well as peers within the faiths. A cleric that makes a bad name for her faith in the country risks new sanctions on that faith, as well as the wrath of his or her deity (if the actions cast the deity in a negative light). By the same token, clergy and druids are granted their power ( The Power) from an outside source, so it's entirely possible that a powerful divine agent can spring-up at the god's whim, or a previously capable user of The Power diminish in capability. (In other words, the clergy are at the whimsy of the gods, so there's less use in tracking and registering them. There's a list of illegal faiths and various outlawed spells. These apply more broadly to all spellcasters.)

Thanks... that's what I remembered from tabletop play, but wasn't sure when I noticed the Laws thread here just said "spellcasters".

Mage runes are sigils, symbols, or signatures that are unique to the mage and that the mage can draw or write. They do not exist as game objects, but as a pattern of the mage's design that can be used in roleplay as a personal mark.

They do not exist as game objects, but as a pattern of the mage's design that can be used in roleplay as a personal mark. So there's an NPC at Stormhaven to go talk too that's required by Cormyr law then? Just makin sure, not made a high level arcanist as of yet.
