A hooded poop-coloured hedgemage can be seen throwing bottles from the rooftops, aimed at no-one in particular they hit the cobble with a crack, producing the typical sound a bottle would make. The hooded figure makes no effort to evade the guards and upon arrest the man would inquire about whether or not the meals are complimentary with the lodging, that and a bath.

Again, pairs and trios of cloaked and hooded individuals can be seen throughout the city. They post themselves in places where they can watch the guards, populated areas, and each other.
They avoid triggering interactions with people, but no longer simply walk away when approached. Anytime they are approached they would whisper that "The shadows of New Redmist are watching you." then politely suggest you walk away. They make no attempts at holding a conversation.

When Morgain returns to the city from patrols and duties and sees them, she orders the cloaks and hoods removed, if refused, they are arrest to be questioned and searched fully for leads to the source and leadership. The authority of the purple dragons invoked. "This is valkur's roar and you are creating are in violation. Shadows can watch but the light of day will push them away" in the mean time she alerts the nearest purple dragon garrisons to prepare for a sweep of the city. Cormyr is not some sort of democracy and crown law allows the purple dragons to search anyone at any time for any reason.

If they have an issue with the way we are representing our npc's then we're happy to discuss it with them. Secondly, (to the community, not Fenix specifically) we're trying to create a conflict for people to RP with us. Unfortunately, it seems everyone is only interested in RP'ing against us. You can oppose us and still RP with us. We aren't trying to win anything, we're trying to create a conflict for the enjoyment of everyone. If your only interest is to beat us and you only want to approach this in ways that have to be handled in combat then that's too bad and we personally aren't interested in you being a part of it. Our average level is quite high. We've killed lots of things for a long time. Killing things is old and forcing this into a game of combat isn't going to be fun for most anyone. So plot, create intrigue and play WITH us. We're happy to concede things in return for the same (e.g. letting our npc's be arrested) and the more we can work together to create a fun situation, the less the DM's have to police people trying to win and lose.

Morgaine trusts the local authorities to deal with the arrestees mainly to insure they are uncloaked when arrested. She can't insure they are held for long. She can't stop them talking about redmist but she cane insure that their faces are in the open for friends, neighbors and family to know who they are that are sowing unrest and division in the city and local authorities have chance to question them. It isn't much but until the Army is given orders, she will do the little she can to make sure that they are open and exposed to the light of day.

The wiki has no population listed and if we look at space covered based on areas it is roughly the size of Arabel. Even if it is smaller I don't see a basis for your statement that Valkurs Roar is small. -So far, the PCs who have posted in opposition...only two (maybe one, those being Morgaine and Tanya) have posted attempting to involve NPCs beyond themselves...in a town of even a few thousand, a hundred people being rounded up by three or four when they spread across the entire town is just unreasonable... The issue is that (and I believe both sides feel this way) that actions/outcomes have been dictated to the opposing party. I do however agree that a little DM oversight is needed.

The hooded poop-coloured hedgemage probably sits in the "crammed" prison right now, accompanied by other hooded individuals. He lies on the prison "bed" which is just a floor really, depending on his mood he would either play his imaginary harmonica or he would be philosophizing about the current events that are taking place in Valkur's Roar. The poop-coloured hedgemage would at times complain about not yet being interrogated and would inquire with the other hooded fellows if they have yet had the pleasure of interrogation.

I don't know who is who in this plot, but it would go a long way if a DM that is familiar with the plotline made a post with their stamp of approval on the events happening here. Otherwise, it appears to be a case of over reaching one's boundaries in control of an entire faction of NPCs.

//and keep in mind, there is one and only one pc that really get people tossed in jail for long: Tanya Steel (she is only full inquisitor, the reserves can't), RCMH can at best make name and faces of members known (search power) until they start violence. beyond that, they are likely let go almost as fast as arrested and questions. It will be staff authorizing greater measures or pcs acting vigilante. Work with the Redmist and staff to see if you can get more or have greater effect. I know for a fact that there is at least 2 npc barons that could be quietly supporting this on top of pcs.

Whether or not I have xp playing an evil char is immaterial. // Whether or not I personally believe we need evil chars or whether or not I believe conflict is a good thing is immaterial. // 2.) I'm no kidding, when I say in this 7K people place literally _everybody_ knows _everybody_ or at least somebody who knows them. I also live close to a town where the countess of Ysenburg resides in her castle to this day. The old town has a wall around it and three gates, believe me, it's not big. I am very sure that her administrative staff in the middle ages (captain of the guard, tax collector, liaison with merchant and craftsmen guild) would know every single resident in town within less than four hops. I also believe that in my home town, if there were mobs gathering repeatedly in places, it wouldn't need a tourist to come by and call the police. It'd be the talk of the town within a day. Or if the Joker takes over Gotham, the police doesn't wait for Batman before they act. I might not like the actions, they might fail, the bad guys may win. And whether I'm right or wrong doesn't matter, either. Point is people are bound to disagree and mistrust the judgement of involved parties. Do it on your own and don't be surprised when people get upset. Over and out.

Howdy folks
Just to chime in.
In game events are being supported by a DM. The DM Team would prefer that the development of this story primarily take place in game. However, this is an open avenue as well and the two can go hand in hand.
On FRC, players generally may not represent NPC's. There are some areas of tolerance and we'd like to be reasonable so long as things don't get out of hand. It's fine to write about interacting with an npc casually so long as they are reasonably represented.
Some guilds have an amount of NPC support in the form of characters who carry out guild functions like guarding the headquarters or taking care of some day to day guild business. Also in some cases, under DM discretion and oversight, someone may have the ability to direct the actions some NPC's.
In the case of Valkur's Roar, there are small groups of hooded trouble makers running around and trying to cause mischief as described above. Their number is difficult to estimate as only one, three, or a handful are observed in an encounter, with some of these being apprehended and jailed. Once a group is disrupted, the streets may be quiet for a time after before somewhere else in the city there is other mischief in the making.
Those captured are charged for the minor crimes committed, mostly vandalism and disturbing the peace. Those using tripwires and caltrops who are apprehended are faced with more severe charges up to and including assault.
The attempts by the hooded NPC's to engage (like throw a bottle) and escape after are not automatically successful and attempts to capture or stop the hooded NPC's are also not automatically successful. I'd like to ask everyone to be reasonable in their posts. Generally you can write about what your character attempts to do or the npc's (if any) under influence attempt to do. It's fair to assume partial success and partial failure for most things.
Please keep OOC comments to a minimum but also please be respectful of other players' feelings.
The DM Team will lock down the thread if folks can't play nice. So please play nice, have fun, and keep things reasonable. Participation is optional.

Upon hearing of the events that unfolded in Valkur's Roar, it was clear that there was a great concern for innocent civilians and bystanders alike to become infused in the chaos of the streets. She understood this information well. Helena was not the first to discuss the outcomes of the struggles, and nor would she be the last. However, she knew that her duty was to repel threats that sought to deal tremendous harm.
The western gates of Valkur's Roar stood proudly, yet there was a lingering air of mischief and instability that threatened to break down their stalwart defenses. The morning sun rose high above the city, engulfing the streets with its light. Helena stepped into the city with a heavy heart, her strides filled with purposeful determination. Children peered out from the safety of their bedroom windows, questioning their siblings about the woman dressed in a red habit and pointy boots. She smiled sadly. Such innocence was rare, and yet it had to be preserved.
The task began. Before the dawn, Helena had prepared a batch of herbal tea and loaves of bread for distribution. A wicker basket had been prepared, containing a number of clay mugs, as well as a few sweet treats. Poverty had struck the lower city like a plague in a swamp, and while she had not known many pleasures in her past, the people had not chosen her path. They deserved a moment of happiness and hope, even if it would be quickly robbed of them. This virtue drove her onward.
While she had ignored the eyes upon her back, Helena was wary that trouble was afoot, yet she was prepared to fight. She continued into the alleys, greeted beggars with soft words and offered them sustinence. If they refused, she simply dipped her head and continued on. She called from door to door, spoke with families of the poor, and offered sympathy. This was all she could do, for now.

A pale, waifish figure with thin fingers and downcast eyes would accept a piece of bread from Helena, but was slow to react to words, posture hunched and poise kept minimal. A tin cup with a pair of copper pennies in it was tipped in meticulous back and forth pattern, though she vocalized no aggressive beg or plead to have it filled.
Her attention perhaps seemed elsewhere, the bread in hand lowered to her side, and when another hungry street rat made paw for it shortly thereafter, despite the young woman's obvious lack of proper eating by her figure, she let it go without a fight.
The trouble makers, and perhaps Helana due to her strict attention to such people, might take note that this minuscule presence continues to appear all over the city, though the purpose or attention the easily overlooked scrap of a figure pays remains subtle.

//Not sure how to respond to anything in this thread, some peoples RP is ignored and sidelined, others peoples RP appears to be using NPC's to interact with other peoples PC's...which is the realm of the DM?
I would like to ask that any responses made to other peoples actions be made by your own PC or by the DM who is supporting the plot, thanks Apple

*Nersha, in several shifts of that and wandering the streets, has been filling a bucket and scrubbing the walls in the northeast of town. If approached by the townsfolk and asked why, she'd just shrug and smile, stating "well...gotta do something. if you've got a better idea, lemme hear it." and then get back to her self-appointed job. One stone at a time.*

Morgaine leaves the city and returns with her horse and a number of boar slung over the horse field dressed. She then arranges to set up in the southwestern part of the city a roast for the residents though on a first come first serve, recruiting some of the women of the quarter to help her cook the boars. Anyone trying to cut in line or exert force on the first come first serve or trying to horde finds morgaine patrolling the food line. "I will get some venison tomorrow if I can get a few volunteers to help me". She even looks for those of good nature to help patrol the line with her for sharing fairly. It is a way to undermine the Redmist movement by increasing contentment and giving people work in organizing and cooking. "Those that do good deeds for the town get bigger shares."
