Sounds like your card is outputting at a frequency (Hz) that is out of range for your monitor. Before you get the error, is there anywhere you can adjust the settings? You may need to turn down your Hz or your resolution. Video quality is measured in three things: resolution, frequency, and number of colours. For our purposes, the number of colours is not important (as pretty much everything is 32 bit colour these days) but it sounds like your video card is running at a resolution/frequency combination that your monitor does not support. Do you have an opportunity to adjust the resolution before you get the error? When does your screen go haywire?

Does that message pop up on your screen when you boot? Do you see any texts/graphics at all before Windows starts up?
If not, make sure the video plug is securely attached.
Wolfie said the other thing that might be wrong.

I'm sorry, I don't know what to tell you. The best advice I can give is try it on another monitor if you have access to one and see if it is doing it on the other monitor. Also try calling technical support on your video card. If you bought it retail it may have free technical support. Sorry, I don't know enough on the subject to be useful. :-(

I'd go with the monitor. Try the diagnostic tool of your Radeon card? Use a "normal" frequency like 60 Hz. Or check your monitor's user guide. I've never had any problems with my Radeon.

Yes, if you can change the frequency to 60 hz, by all means do so. I was thinking you couldn't get into anywhere to change the frequency.
