What does the +1 mean? takes a +1 weapon to defeat the soak damage? Thanks

Yes. that is how I have perceived it. Well I think you still get the 5 soak damage, but takes +1 weapon to hurt it.

I think it means that it can soak 5 damage from +0 and +1 weapons, but no damage soaked if the weapon is +2 or more

i have througroughly examined items and spells that soak damage because i wanted to be sure how big the benefit was to my char(s).
+1 soak 5 damage means that you soak 5 damage from any physical attack of LESS than a +1 enchantment bonues. in other words, all mundane and masterwork weapons deal 5 points less damage to you.
elemental damage (like and added d6 of fire damage to a weapon) will go through the damage reduction as only physical damage (i.e. slashing from a longsword, piercing from an arrow) will be soaked. if the weapon has an enchtantment bonus equal to or greater than the number mentioned, then the weapon will do normal damage as if you had no soaking abilities at all.
please note that some spells give damage reduction but can run out once a certain amount of damage points has been soaked in total. weapons of higher enchantment than the spell specifies will not count against this total.

"elemental damage (like and added d6 of fire damage to a weapon) will go through the damage reduction as only physical damage (i.e. slashing from a longsword, piercing from an arrow) will be soaked." You are absolutely correct Kenny. Elemental damage soak is called damage resistance as opposed to physical damage soak which is called damage reduction. And yes Kenny has done extensive research on this on more mods than this one.

but this doesn't apply to damage "reduction" right? no matter the power of the weapon if the damage "reduction" say /5 slashing it still removes 5 right?

No. Damage Resistance doesn't have a magical weapon + required to defeat its soaking of damage, but damage reduction does have that limitation.

Not positive which "this" you are talking about but just in case my hunch is correct I'll take a stab at it.
In damage reduction the + determines what magical weapon or higher you need to bypass the soak or damage reduction.
Some items give 5/- which I'm pretty sure means 5 points of reduction no matter what the + of the weapon.

*coughs*
Good evening ladies and gentlemen, after extensive testing and badgering fighters, monks, and.... badgers, I have found out the following:-
Damage Resistence:
A - Belt and Bracers had 5/-, which means that they absorb 5 pts of physical damage from any weapon whatever its enchantment, +3, +20 weapon, do not matter, still 5 pts off damage.
B - Damage Reduction: Such as the ring, had +2 soak 5, or sometimes written as +2/5, it will soak up first 5 physical damage from +0 and +1 weapons, but +2 or better weapons will do damage as normal.
A will not stack with A, B will not stack with B. Only the highest will count.
A stacks with B and B stacks with A, they add up to total damage absorbed. i.e. Badgers will do no damage to character unless they do more than 10, the damage absorbed will be show as "absorbed 5" and then again "absorbed 5" in the log.
C - Elemental damage resistence: These do not stack either, but the highest will count.
Any more questions please direct them to badgers South of Isinhold.
Thanks! Sabremoe
