It's a numerical combination lock which is keyed to the result of a previously arranged Riemann zeta function as applied to the date the package is mailed.
My favorite one-time pads are pages torn from existing books. But be careful to agree on the same printing, and of course never use the same page twice.

The horse is tied to the rope ... but the rope isn't tied to anything else. Alternatively: "... and there is A bail of hay ..." There's a second bail within the horse's reach. Alternatively (and incredibly likely if I'm anywhere nearby): A kind-hearted soul feeds the horse by hand.
