Over the course of the two days, a man known to be Vlaric has engaged in confrontational behavior. Both incidents consisted of Vlaric casting powerful, short duration, combat wards upon himself while brandishing his weapon during moments of peace. These wards included an hastes, invisibility, and acid shields. In the first encounter two days ago, he had gone invisible and positioned himself several paces to my rear with his red blade in hand, visible only by the consumption of a True Seeing potion. Additionally, in our most recent encounter, he had also cast a dispel upon me which did not appear to be effective before fleeing and not being seen in the town in the immediate aftermath.
While I don't believe he had intentions of outright engaging in combat, I do believe his intentions were to draw attention upon himself wherein others would take notice of the threat and engage him. I have come to this conclusion by his statements claiming his casts were not illegal and that any attacks on him would constitute as murder.
From my own observations, I would categorize his actions as provocative and would recommend action taken under the following charges:
The Second Plaint: Crimes against the Kingdom
Serious:
Incitement and Disturbing the Peace
Lesser:
Threatening/Dangerous Behavior
The Fourth Plaint: Crimes against Citizens
Serious:
Assault
Lesser:
Excessive Noise
Vlaric's history contains a prior bounty on him in which he had accepted an assassination contract from a dracolich on the druid Taran. Being a powerful spell caster who has previously shown his willingness to engage in vile acts, it would be best to engage the individual now before trends are formulated and true harm is done.
