I don't remember there being snow on the ground when I executed Lucius. That was my NPC Greatgaunt guardsman Carl who was talking in that screen shot, saying "This will be quick." He's actually gone bald since that screenshot was taken. (Looks like I was using the Disguise Mask on him to change his head model at the time. Since then I actually change his head model when I use him.)
I remember that campsite too. I was disappointed when I learned it had been removed.
