BE IT KNOWN
For the following crimes:
Repeated murder and contracting for murder against Cormyrean citizens and adventurers, including but not limited to the Order of Divine Resurrection
Summoning of fiends and forming infernal pacts with fiends
Animation of undead, especially during times of war against the forces of Bonemaster
Kidnapping of Cormyrean citizens and adventurers to be taken as slaves and cooperation and conspiracy to same
Practice and harboring of worship to gods illegal in Cormyr, such as the Black Hand and the Lady of Loss, as well as other malevolent deities such as the Maiden of Pain
Sale and distribution of weapons and other combat materials intended specifically for those of evil heart at the Enclave
Harboring of criminals at the enclave, criminals guilty of serious crimes such as murder of Cormyrean citizens, adventurers, purple dragons, and war wizards, and all other aforementioned crimes, committed on Cormyrean soil, and allowing the enclave to be used as a place to plot such crimes
In response to the above noted crimes, war is hereby declared on Thay. All red wizards, Thayan knights, those who have any official association with Thay, those who worship at the enclave's shrines to evil deities, and all who aid any such individual in any way, shall be considered to be enemy combatants at war, and therefore fair game to slay, seize, or otherwise dispense with as is most expedient to the goal of removing Thay's odious presence from Cormyr's borders and territory, where ever they may be found.
As evidence that our cause is active and capable, a mighty red wizard has been slain in the town square of Greatgaunt. A Thayan soldier has been savaged at the gates of the enclave. A Banite of great power has narrowly escaped with his life from attack by summoned cats in Greatgaunt. A recruitment effort for Thayan knights has been bombed in the heart of the enclave. These are not isolated incidents, but constitute a resistance effort aimed at driving Thay from our land, or if nothing else, to give voice to the outcry and outrage of the innocent and the righteous at the bloody and violent crimes of Thay and those it has harbored over a period of years, beginning with their first appearance at Proskur.
There comes a point when it is time to rise up and throw off the shackles of Tyranny. Thay's domestic practices and its actions abroad constitute tyranny that can no longer be tolerated. It is our hope that Cormyr's crown, after choosing for so long not to lead Cormyr, a nation of justice and righteousness, into battle against the wicked power of Thay, shall follow its people to that end instead. But lead, follow, or fight two nations at once, it is to war that we shall go, rather than tolerate Thay's influence in the realm for one more soul numbing day. We who fight Thay would rather appear at Kelemvor's throne boasting of the courage to take on two mighty nations at once, rather than obey the command of the one to tolerate the evils of the other. It is our prayer that the Crown of Cormyr will join us in this righteous cause, but supported, ignored, or opposed by Cormyr's crown, we will continue in our fight against Thay, regardless of the odds or consequences.
In the name of this resistance, let all be aware that the road to the Thayan Enclave is now closed, and all who walk it risk being subjected to attack as enemy combatants at war if allegiance in this conflict is unclear. We call upon all people everywhere interested in the well being of Cormyr's people to join in war against Thay by bedeviling Thay's personnel and destroying their economic interests at every turn, whether in the wilderness, in small town, in large city, or at the very door of Cormyr's palace itself, until the Thayans see the wisdom of going home. They've been attacking us for years. It's time we struck back.
